It continues to operate successfully in our community and has become a symbol of what organizations can do when they join together to make a difference. The program, called “Homeward Bound,” is cooperatively operated by the City of Decatur, the Decatur Housing Authority, DOVE, DMCOC, Heritage Mental Health Center, and CIDC. Homeless families receive intensive case management services and can be sheltered for up to two years. Since it’s inception, three hundred forty-two persons have been assisted through this program Programs: Low-Income Energy Assistance Program, Low-Income Weatherization Assistance Program, Community Services Block Grant, Anna Waters Head Start Program, New Horizon Family and Child Development Center, Senior Citizens Nutrition Program, Emergency Food and Shelter Program, Housing and Homeless Services, the Martin Luther King Jr. Senior Center, Adult Education Programs, Information/Referral Services, Case Management, Small Business Loans
