	Policy and Program Development As a result of ongoing interaction with the energy assistance stakeholders, IACAA is in a unique position to provide analyses of current energy assistance issues and to develop innovative policy and program alternatives. In this area: IACAA provides assistance to the IDHFS and CAAs through focus group discussions that inform new program development initiatives. IACAA provides member CAAs with timely updates on energy legislative and policy issues. IACAA provides technical assistance to the Illinois General Assembly and the U.S. Congress concerning the nature of low-income energy issues and possible policy alternatives.
