Education
As in any public benefit program, it is essential that the general public, policy makers, service providers and advocates be aware of how resources are being used to address the energy related needs of low-income people. To design programs and policies that address these needs, the stakeholders must understand the nature of the problems low-income people face. To this end:

  • ICAA maintains a visible and active profile with state, regional and national organizations working on energy issues.
  • ICAA provides educational links between these organizations and CAAs, the individuals they serve, and other organizations that are in a position to assist low-income people with their energy needs.
  • ICAA increases public knowledge of the LIHEAP through news releases, public forums and promotional materials.
